short circuit stub in transmissin lines

How can we short a transmission line? I mean what iss the purpose of transmission line if we short....no signal will reach the load...as we cannot possibly make a stub which is purely inductive.!
Bear with me if I am stupidly wrong :)

Hi
The stubs are short circuit instead of DC signal , ( close circuit stubs ) . but instead of AC signals , they have an impedance that is complex .
I hope i understood your mean correctly .
