A SERIOUS PROBLEM

I am Noby sebastian,An Engineering student from India.I have made the project 89 series flash microcontroller programmer from the link **broken link removed**.I have made it as a part of my project work and the device is not working properly.
I have used 74LS299 in place of 74HC299.Is it the problem .I connected the device to PC and tried to program an IC,but the programmer software goes hang.It shows "privilaged Instruction" whenever I click any button.It is told in the documentation that LED D2 has to go off before programming,but in my case both the LED's are on always.The 7805 IC is getting hotter.It cools down when we remove 74LS299. Can you please explain me the correct procedure to do the programming.When LED D2 has to go off,after connecting to computer or,after starting the programming.

Looks like you are using Windows XP. Parallel port access in XP is different than Win'98 and I think the programmer's software was written in Win'98 Era.
