I made it, with some modifications adapting to 220VAC. It is with pic microcontroller, there is a hex and schematic.

you first have to read a chip, remeber last address, then input code in program and replace the last address with that number readed in "empty" chip. use PIC12F675.

you can even use your home remote control.

IR relay control

You can use IC Pt2262, pt2604 ...as their datasheet application for ir control. In the output, you can use the driver for relay & you can change their code as you want for each application.
