I don't think this is correct. The H1 quotas directly goes for those who are already inside USA. I guess this might change if the democrats replace the republicans in the administration. I do remember the days of Clinton. At that time, everybody used to easily get a good job in USA without a need to worry about VISA quotas.

to France, Germany, Belgium, Italy, Hungary, UK. The tax here is 50%, and the
income is half of USA, CANAD, Switzerland, Australia.... and so on.
