If I mount a 117V: 24V transformer for a dc power source input to the chassis of the completed unit, should I use nylon screws and spacers, if the chassis is at earth ground? In other words is the case of such a transformer ever connected to one of it's input or output pins?

Hi,are you trying to connect a dc source to a transformer?

It's extremely rare for a transformer of that type to have an electrical connection from frame to either coil. You can test it yourself with an ohmeter.
