Problem with programmed eprom 2716

i have question about eprom d2716d(nec):
i reading this eprom by xeltek superpro 280u programmer and i programming this binary file to mnc27c16q (national semiconductor)but my circuit no answer and not work properly but circuit worked properly by master eprom.please tell me why not work by programmed eprom.

check the prog voltage of both !


2716 need 21v i think , i don't know about new type prog voltage it may be 12.5v

either your new 2716 get damage or not programmed even .
