problem with comparator 7485

i have a problem with comparator it does not work well the output is not stable i have only 2 inputs a0 and b0.. how to make the output stable?
 

What is the application for your comparator? And what do you expect the stable output?
 

The magnitude comparator has 8 inputs and you need
to tie the unused ones off.

The part works fine. You can be sure of that. What you
are doing to it, is the question.
