Problem with "CDC 7005 High performance clock synthesizer and jitter cleaner"

I am working with these ICs for the 1st time. So might be noob questions :) ....sorry for that, but here are the questions:-

Q1: What is the reference clock input for this IC? Data sheet says, there should be another VCXO which synchronize the voltage controlled crystal frequency to the reference clock.
Q2: Do I need to buy an extra SPI to control it?
Q3: I understand how to divide the frequency, but I dont understand how to multiply the frequency!!

My Case:-

Need around 250 MHz input to an ADC and around 62.5MHz input to an LASER diode from a single source. Jitter has to be very low.

So, I tried to introduce CDC7005, as it is a jitter cleaner!!....am I in right path?

I'm not familiar with the CDC7005.

If you need an exact multiple, which is derived directly from the incoming signal...

the following links appear as though they can do the job. (As opposed to using a resonant loop which needs to be tuned).

You might have to search to find one that operates at your desired frequency.

Outgoing pulses are not evenly spaced yet. But with some tinkering it should be possible to get them evenly spaced.
