Hi i´m from Brazil and i need to make a power supply "battery charger" for my notebook, can any one help me? Thanks!

If you are not very familiar with switchmode devices then you may consider building a linear power supply ..
Here are examples:

(for <10A without Q5 and Q6)

this is the circuit that i need? i have only to change the T1 to 24 volts? is that or i have to change some thing more?

I would change the following:

T1-->20-24Vac
C1-->10,000µF/40Vdc
C2-->1000-2200µF/35Vdc
R2/R3-->may require correction for 19V output ..

And, as I suggested before, you don't need Q5-R9 and Q6-R10 ..
