The PICStart Plus is microchips development PIC programmer. It can program PIC F & C series chips.

You're better off building an ICD2 clone. Much simpler and can debug many PICs as well as program them. It cannot program C (CMOS) series PICs, just F (Flash)

It appears to be a copy of the Microchip PicStart Programmer for Programming Flash PIC's of the Microchip range and is used with their MPLab IDE software.
 

hahaha , Isnt it the era of PIC Kit 2? open source and cheap.:D
