Hi,

Why do you want to program a chip without the pc ?

Everything has been developed to use the pc to make programming the pics easier.

The genuine Microchip Pickit2 programmer does have the 'Programer To Go' feature, where you load the HEX file into it from the PC, then disconnect it from the PC and take it to the target chip / circut and then program it simply by pressing the red button.

worst case you may consider MPLAB PM3, or SuperPro 501S standalone programmers. I also find this document, maybe it can help you as a reference;
