Without a license the compiler operates in Lite mode, however it is fully functional, no code size limitations, only the optimization level is limited.

Both MPLAB and the HiTech C Compiler support the PIC16F1527 and the device should be available in the drop down menu when using the Project Wizard.

I'm assuming you've downloaded the latest versions of both and have installed them correctly.

The list of available devices is actually contained in the MPLAB IDE, not the Hi-Tech C Compiler.

Try upgrading the MPLAB IDE to the latest version using the second link I've provided.
