If you can convert the PADS layout into Allegro, you can always dump out all footprints within Allegro. 1. Copy the .BRD-file to an empty folder. 2. Dump the symbols and pad stacks. 3. Remove the BRD-file. 4. Sort out the symbols and padstacks. 5. Done.
That method works, however there is a significant amount of work that must be done to fix the padstacks, they will be missing, almost always, a soldermask and pastemask clearance, through hole pads must have a matching thermal flash file created and inserted in the padstack if you are going to use negative power planes, then the exported decals must have the padstacks replaced with the fixed ones, not too bad for a small amount of parts but it is an enormous amount of very boring work trying to convert an entire library. This is a problem I'm dealing with at the moment, if anybody else has an easier way please let me know.
Convert the PADS layout to Allegro using Import-->PADs, after getting that using export libraries , you can get the Allegro libraries in your current folder
