lay out drills

Can someone help me, i can't set the dimension of the Drills in the Layout plus... I have tried anything but it didn't work...
Thank you.
 

layout drill

Go to Padstack(spreadsheet), after selecting a component, choose the pad you want to change -> modify DRILL layer.
