OK,who can tell me how to design a valid microstrip T power divider?

Recently,I designed some microstrip T power divider.But I still could not get the the ideal parameters.I used two models to design the divider.
Who can tell me what should I consider during the design?The pictures of design are uploaded.

Both logic's are OK, First identify the parameters/goals you need o achieve. Both fail on isolation requirement. What do you mean by ideal parameters?
But I still could not get the the ideal parameters.
 

I want to get the S21=s31>-3.5dB during the frequency range 12GHz~13GHz.
 

I will give you the capture of S11,S21 and S31.You can have a analysis on the data.

I changed the substrate high to 62 mils and simulated the model.But it is a pity that I got bigger loss than before.The S21 and S31 was about -5.8dB.
 

Yes,I have scaled the model and re-calc the microstrip lines.But I got worse result.
