need help with reading skype chats using c or c++ program

hai i have a doubt ..
is it possible to make a c or c++ program that could read a skype chat and display on the scren along with the skype application..
in other words...both the general skype application and the this program is running simultanously in windows computer,...and if a chat appears at skype ,then this app shoud also read this chat and display the chat in the program screen..

Thanks..but how to useit...is here any one who have used it earlier.please help.
What i want is this program should read chat from skype...the chat will be a number so this program
should dail this number reciever through chat on a nokia mobile connected via usb..

you can read it to know the usage and compile it for testing.
