I got this circuit for the L200 datasheet

And My calculations disagree with data announced besides the schema (Io=35mA to 1.5A)
My calculation look like this:
Vo=U2
I2 = I1*R3/R2
Current limiter will be active if (U1-U3) >= 0.45V
(U1-U3) = I1*R3*(1 + P1/R2)
\[Isc=\frac{0.45V}{R3*(\frac{P1}{R2}+1)}\]
So Iomax=4.5A For P1=0Ω and Iomin=21mA for P1=100KΩ
Where I make a mistake in calculation ?
And what is the purpose of R1
