They are all the same. If you look at the file size of all three they are identical. I think the distinction only comes depending on which licence you have (if any).
There is no licence to download. Simply download the software from the links - either the link you gave or the one from horace1 - they all point to the same software in the end. There are no different versions. If you don't have a licence then it works in "trial mode" for 60 fays where you get all features then works in LITE mode (also called academic) where some optimising features are disabled.
All compilers, during installing, presents a lecence term.

Found another which covers both. It is a bit confusing because earlier versions installed in a directory called "mplab c30". Now they install in "mplabc30" Can you spot the difference? No space now!
