[Moved] Small problem- bad thing

Hi guys
i have two bad problems
the first is this SMPS

one friend gave it to me without radiator so i put one but i had to insulate it
i think it's from a monitor
so it works, but when i turn it on i get a burst of power for about 1sec. and it shuts off
i think it may be screwed capacitor of feedback or startup resistor

my bigger problem is this

i accidently measured the voltage on the primary cap. when it wan on resistance mode

i heard a little pcsk noise
so can it be a resistor or op amp or transistor
please help

I can't offer any advice about the power supply but check the fuse in your DMM, replace fuse if necessary. Details will be in the manual.
 

SMPS help

it's not the fuse
i suspect the op amps
i changed one and it gave me 40ohm error
about the power supply how to turn it on
What if i disconnect the disable pin of the PWM from the optoisolator
