[SOLVED] Monitor DELL P2717H - horizontal stripes

Good morning,

My monitor started working weird. It not depends on my graphic driver because it appears even without any connection with source of image. Below is the video which show how it behave. I dismantled a monitor and I noticed that after the stripes appear, then a strange noise comes out from inverters. This is captured on the second video (at the end of video I just keept my phone mic next to the green PCB recorded before). I don't know what can be wrong. Please give me any suggestion how can I solve the problem. Thanks in advance.

Power supply capacitors - replace them all, they are not expensive.
