then most likely you have made SOME mistake someplace. Hard to suggest what to check. I have put together this circuit several times and it works like a charm each time.
The only things I can think of, is to ask whether (1) you HAVE actually connected an inductor as well ? and (2) pin 5, 6 are not in your schematic. Maybe you need to short these ?

And about how to get Lx & Cx, there are many many resources on the web where its all explained in great detail. Just google for "LC Meter" for starters. This is a cool project and a great tool to have in your 'lab'.
