I will explain you in short about vlsi and then answer your question...

VLSI: Integrating the transistor(>1000) in an single Chip. This is done by reducing the (channel length of the transistor)

By doing this you can place more and more transistor inside a chip efficiently. Efficient in the sense that 1)High speed (2) Less area (3) Low power consumption
fortunately this is the goal of VLSI...
So now you can realize that VLSI is a technology or method or rules (above said) which we can implement in any of your design.

Note: likewise you can take any application (not in particular) and design your application in efficient manner (above said) then your application will be under VLSI technology.
