is it possible to use MIO pins as Normal IOs in PL section?

Hi, I have a Zynq training board with some peripherals connected to MIO pins.

I want to use some of this peripherals inside PL section. But I cant.
for example I want to use ethernet pins and bring the signal from outside to PL but when I create a UCF and run Map, the MAP fails.

Is it possible to use MIO pins as normal IOs in PL section?
