IGBT burnt out on no load,Why?

hey friends, i just tested my inverter drive with high voltage DC (around 250V) without connecting any load. The switching frequency was not more than 2Khz. But one of the high side IGBT burned out. i didnt use any snubber circuit. Can this happen due to lead inductances?, as i had used terminal block connectors to connect IGBT to PCB.
 

Might be a problem due to no deadtime given during the turning on of the IGBT.
