ICD3 & PICKIT3 debuggers don't debug

Hi all ,
Even though ICD3 & PICKIT3 programmers work properly , ICD3 & PICKIT3 debuggers don't debug

Configuration bits :
__CONFIG _CP_OFF & _MCLRE_OFF & _WDT_OFF & _PWRTE_ON & _INTRC_OSC_NOCLKOUT

IDE :
MPLAB IDE 8.73

Toolsuit :
MICROCHIP MPASM Toolsuit

Microcontroller :
PIC16F639


This is the error while trying to debug when the debugger ICU3 is selected :

ICD3Err0040: The target device is not ready for debugging.
Please check your configuration bit settings and program
the device before proceeding.

Here's the programmer connector :

PIC16F639 has no built-in ICD support. A special ICD devices is required, see datasheet paragraph 12.16 In-Circuit Debugger.
