I want to conevrt a image scanned from scanner to express pcb file format

I have tried to download bmp2pcb from some sources on edaboard
but all zip files are password protected.

I also want to know can parse a image file to PCB file format of express PCB
any kind of solution in this matter would be appreciated.

if u use altium desginer program u can do it.
