How to test a low voltage reference signal?

An analog IC chip, the output of one pin is a low voltage reference signal (about 300 mv).
My questions are:
1. Can you recommend some precise equipments to test such signal?
2. Because the signal is directly derived to output, dose any buffer circuit is needed?
 

If you have it, you can use HP4145, HP4155 or HP4156. The input impedance is 10GOhm
