I add spare cell in netlist, and the pin of spare cell is connect to 1'b0

I want to know how to inset tie low cell for this spare cell in astro

I don't know how to inset tie low cell for this spare cell in astro, but you can instance tie cell in your RTL. When do synthesis, add dont_touch attribute to these cells, then these cell will in the netlist when do P&R.
