About design with fuse

Fuses are often used in the analog ICs to fine-tune the device charisterics. But I don't know how they are implented. More specifically, how to determine which fuses should be blown-up?

1. Based on the PCM measurements, we determine which fuses should be blown-up. For example, if the sheet resistance is expected to be 1K, but is measured as 900Ohm, we can blow-up some fuses to make more resistor segments in series.

2. Based on the circuit measurements. For example, according to the output of the bandgap, we determine which fuses should be blown-up.

Which method is used in industry?

Thanks in advance.
