how to determine the minium frequency of a circuit?

Maxium frequency is easier to determine.
 

What circuit?

FPGAs and CPLDs work all they way down to DC, except for special blocks such as a DLL or PLL. If that's what you are asking about, then refer to the FPGA data sheet switching characteristics.
 

I am asking frequency about ASIC
