How to determine the amplitude and phase noise of the VCO?

VCO for GPS application

I have some problems with designing a VCO for GPS application.I am new to VCO design so I don't know how to determine the exact amplitude and phase noise of the VCO.who can help me ?

The amplitude is going to depend on the signal level that the mixer it's feeding requires. The phase noise specification is also going to depend on the Mixer output frequency.
