How to create Dual layer of I/O pins using SocEncounter?

Hi all,

In one of recent project, there was requirement to use Dual metal layers for I/O pins, i.e. M5 & M3 for all I/O Pins.

I was not able to create it using IO asignment file in Encounter,

How do i use dual Metal layers for I/O pins ?
