How to convert a .db file (library) to a .lib file (library) using design compiler? Is there necessity of special license for it of design compiler?

conversion of file

it can be done by scripts, it is not licenced one.
try to get details from ur CAD ppl.

What do u mean by CAD ppl? We don not have any CAD ppl known here. We have a license for dc. What script are u talking? Where are those scripts kept.
