how to allocate weights for flows?

hi frds,

in fair queueing, i adapted IEEE 802.11b protocol
transmission rates as 11Mbps, 5.5Mbps, 2Mbps and 1Mbps
del values as 32,64 and 128

how to allocate weights to the these flows?
