How is Vcc plane for boards with multiple supply voltages designed?

A Vcc plane in PCB is where the supply plane is connected to the supply voltage, similar to how it is done with the GND plane.

Complex digital devices e.g FPGAs may have atleast 3 or more supplies for their digital (and possibly analogue) sides that will have different magnitudes. How does one carry out the power plane design in this case i.e which supply is connected to power plane?
