How does R and C affect timing ?

They both slow the circuit timing down.

Resistance reduces the current flow as so impedes the flow of charge needed to alter the output node' s voltage.

Capacitance increases the amount of charge needed to effect a change in the output node's voltage, so the current has to flow for longer.

This is really just very basic electronics.
