How do I build a 13,5V@10A(100% duty) linear PSU with a LM317 plus one PNP driver and two NPN power transistors with base equalizing resistors(not emitter equalizing ones) and voltage remote sensing to compensate cable voltage drop?

in this case you have to run not two but four wires: two will carry current to the load and two will transmit voltage from the load to R1/R2 ..
