Help for PIC POWER SUPPLY with PIC16F876A

Hi all.
I found this circuit in net and build it. She work fine, but amp not see 0A if no load. I'm not expert in programming and will be happy if someone help me. I attach code and shematic.
Reggards .

i have gone through the files, but i am not able get anything.........

you cant see 0A current because when u say load is not connect that means the circuit is open, which means the current is 0A, but while measuring the current the your are connecting the multimeter or ammeter in series without any load.........

i think this may be reason to get some current............
