GKO and GM1 merged to all other layers

If the GKO layer and GM1 layer are merged to all other layers, is this a big problem?

Thanks for any advices.
 

GM1 is the outline of the board,and GKO is the routing keep out layer,someone used it to define the board outline.
If these two layers not covered the trace , via or pad of the other layers , then no problem. You just define layers, when you submit 'Gerber files' to manufacturer.

Right now we got feedback from manufacturer said: they can't make PCBs since GKO and GM1 layers are merged to other layers.

It is confusing.
 

you can remove GKO layer as it is of no use to manufacturer and GM1 you can send separately and remove it from other layers.

If you have special needs, you can add readme file submitted to the manufacturer. I do not know the other manufacturers, but pcbwing can support your requirements.
