Flying capacitor power system

Hi

I'm trying to perform a simulation in simulink from the article that I am sending attached. The problem is that the capacitors of the flying capacitor inverter I am trying to regulate do not regulate at all.
I don't know whether I am doing something wrong in my simulation. But the article I send attached is for a PV cell system, but I am trying to adapt it to a fuel cell power system. The only difference is that the MPPT control is not the same, but there is no problem at all, because I can set the input voltage of my cell as the optimum value that would be sent by the MPPT control, so for this no problem. I'm sending the simulink simulation too, so you can see. I would appreciate some help of you.

This project is made up of several sections. Each sub-circuit contributes its part.

Therefore it might be easier first to construct each sub-circuit by itself, and to get it working. Then add the parts together one at a time.
