The problem Was solved ...

Installed a New Cygwin with make utility ,Flex ,Bison Packages and everything went well .....Earlier the problem was ...By default the flex ,Bison and make utility packages are skipped during Installation .....Once the packages were installed everything worked fine in CYgwin Sheel in Win Xp
