Equation of return loss specification?

hi. I know the equation like SDD11, SDD22 < -6.0+9.2*log10 (2*f/fb) dB for fb/7<f<fb.
What do numbers like -6.0 or +9.2 mean here? What is the criterion for the above equation?
 

You forgot to mention the source of the equation. That's necessary for anyone who wants to understand the context.
 

I guess, the imaginary part of the SDDxxis frequency dependent in this equation.
"j" operator is missing.
