Enable signal for Duty cycle adjusting circuit

Hi all,
I'm designing duty cycle adjusting circuit. I have finished it followed picture that I attached. However, I'd like to have enable signal in that designing. When the circuit is adjusting, enable =0, in the lock state, enable will go high (=1).
Do you have any suggestion?
