Dual modulus prescaler

Hi friends...

can anyone help me to design a general N/(N+1) dual modulus prescaler using flip-flops. For eg: to create 6/7 prescaler how many flip-flops have to use??. I found prescalers are generally using in PLL..can anyone help me what's the importance of prescaler in PLL design?

I'm also searching for dual modulus divider design either in VHDL or matlab. If u know do help me.
