Check wheather the I/O pins of the DSPic is geting loaded in any section of the Smps. The main reason may be any flaws in the design of bias circuit of the Power device .check it out.

I have the same phenomena.
At 5v supply voltage the chip (20MIPS) consumes about 180ma and it has about 40C rise above ambient.
This behavioral was observed at different chips on different boards. I guess it's normal.
It is quite normal for these chips to be so hot. I have had this problem before using this chip as well as various other chips. They do run considerably cooler if you run at 3.3V instead of 5V. The other option is to buy a stick on heatsink.
