decision taking gates

what are called decision taking gates?
 

Any gate that can behave in a binary fashion can be called a decision taking gate. It should basically work in two states, like on/off.

This can be a out put logic level determining module of gates which defines the
correct output level for the main module of circuit.
This can be just like aTotem pole out put stage for a circuit.
Or a controlled inverter in CMOS design.
Or a small circuit module in a MUX which controls the out put line depending on select lines.

during a seminar the speaker told the AND , OR and NOT are the decision making gates . any comments on this?
