exists any (free) tool wich can produce stereo vaw file with specific frequency!
Example:
left chanell: sinus 19kHz, volume 100% 2ms
right chanell: sinus 1200Hz, volume 90%, 1ms, sinus 2200Hz, volume 90%, 1ms

all is done with sox command line audio tool "sox" ... and option "synth"
