capacitor choice for load driving

I am using a 9V/3amp supply driving a load that needs about 2 amps

I have a over-voltage protection and some DC to DC and I am using 22uF (Ceramic) at the output and from there the power goes to the load.

The circuit doesnot get enough power but when i replace the 22uf (Ceramic) to 470uF (electrolyte), everything works fine.

My problem is I donot have space on the PCB nor does that enclosure used gives me a scope to use eletrolytic.

What options do I have where in I can use a SMD part (0805 or 1206) with max height allowance of 3mm for a part in place of electrolytic
