Cannot FTP to PICDEM.NET2

Can anyone help. When I type in the command prompt FTP 10.0.0.4 (ip address of board), then I get the error message
ftp: connect :Unknown error number
ftp: connect

I even disable the firewall on XP and also port forwarded 10.0.0.4 with FTP and WEB SERVER. The Web Server part works fine. I can not FTP the board or anything else for that matter!
