Can 16F877 use 3.3V in ICD2?

In ICD2, 16F877(A) use 5V power and CY7C64613 use 3.3V power. Why 16F877(A) not use 3.3V also? If I make it connect to 3.3V, which components and parameters should be changed?
 

The answer is no.

You will need the LF version of 877(A) to get it works at 3.3V. However, this version only works at frequencies up to 10 MHz, but the requiring frequency in ICD2 is 20 MHz.
